try this it will fix this issue you need to:

1. enable developer mode: https://fydeos.io/faq/enable-developer-mode/
2. disable rootfs verification: https://fydeos.io/docs/knowledge-base/getting-started/disable-rootfs-verification/
3. rerun Open Gapps

New security enhancements in v18 caused this.
