As far as I understand, FydeOS had to upgrade the kernel in order to support a newer Android version. Because of that, it can no longer use Intel’s original touchscreen implementation and has to rely on the Surface Linux solution instead.
The downside is that the touchscreen experience isn’t quite as good as before. Unfortunately, there isn’t really a fix for it right now—it’s basically one of the trade-offs of moving to a newer kernel and Android version. Hopefully the Surface Linux team can continue improving it over time.

No, it won’t. This has nothing to do with the Linux subsystem. If you don’t need the Linux subsystem, there’s no reason to enable it, as it will only take up storage space.
