Bug Report: Android Subsystem (ARC) Stuck / Fails to Load After Force Restart

Issue Title: Android subsystem won’t open (stuck on “Starting…”) after hard restart due to frozen Brave browser.

Description: Previously, the Android subsystem and all installed apps were working perfectly. The issue occurred when the Brave browser suddenly froze (showing a blank white screen) and could not be closed normally. Consequently, I had to force restart the laptop.

After the reboot, the Android subsystem failed to load completely. When I try to open WhatsApp, it gets stuck on a white screen with the loading spinner and the text “Starting WhatsApp”. Similarly, when attempting to open the Android settings by clicking the Android icon, it remains stuck on the “Starting Android Preferences” screen indefinitely. It appears that the Android container (ARC) environment is corrupted or locked due to the sudden interruption/force restart.
